According to the "Opinions of the Gansu Provincial Medical Security Bureau on the National Organization for the Centralized Procurement of Drugs and the Use of Supporting Measures for Medical Insurance" (Ganyibaofa [2019] No. 101) and the Gansu Provincial Public Resources Transaction Bureau "On the implementation of the fourth batch of nationally organized drug concentration According to document requirements such as the “Notice on the Online Application of Procurement-Related Drugs” (Ganchang Yizi [2021] No. 33), the results of the fourth batch of national organizations for centralized drug procurement related drug declarations are now announced, and the first three batches of countries The results of the seventh batch of complaints and challenges for centralized procurement related drugs and the results of the first batch of drugs in 2021 will be announced, and the relevant matters will be notified as follows.
- 1. Announcement of the results of the fourth batch of nationally organized drug centralized procurement related drug applications
(1) Basic information
During the public announcement period, the provincial drug procurement agency accepted the appeals and doubts of 55 drugs, and now the results of the 506 drug applications are published (see Annex 1). Mainly include 34 drugs included in the drug settlement and monitoring system selected in the national centralized procurement of Gansu Province, 142 drugs traded on the Gansu Province Drug Centralized (Sunshine) Procurement Platform, 24 new drugs listed on the Gansu Province Drug Sunshine Procurement Platform, and suspension of trading qualifications There are 259 medicines and 47 are not allowed to be linked to the Internet.
(2) Execution time
From the date of issuance of this notice, provincial drug purchasing agencies will adjust the prices and platforms of relevant drugs according to the results of the application and listing. Each medical institution can purchase at the latest price on the adjusted platform, and the original purchase of relevant drug inventories will be digested. Until May 31, 2021.
In order to ensure the smooth transition of the fourth batch of national centralized procurement of drugs, the suspension of the transaction of drugs will not be implemented for the time being. Medical institutions can purchase normally, and will be notified 2 months before the suspension.
(3) Maintenance of distribution relationship
The drug settlement and monitoring system selected in the national centralized procurement of Gansu Province and the drug production companies that are linked to the Gansu Province centralized drug procurement platform must establish a distribution relationship covering the whole province before May 20, 2020, in accordance with the regulations of Gansu Province’s "two-invoice system". At least one distribution company in each distribution area undertakes its drug distribution tasks to ensure timely and adequate supply of drugs. If the maintenance of the distribution relationship is not completed within the time limit, it shall be dealt with in accordance with the relevant provisions of the "Gansu Province Drug Centralized Procurement Management Measures.
- 2. Announcement of the results of the seventh batch of complaints and challenges for the first three batches of national centralized procurement related drugs
According to the relevant regulations of the Office of the Leading Group for the Centralized Procurement of Pharmaceuticals and Medical Consumables of Gansu Province, the price adjustment of drugs related to the centralized procurement of drugs and the reporting and linking of drug prices related to the national organization of centralized procurement of drugs are now being received in the near future. Publicize the opinions on the proposed handling of the complaint (see Annex 2). The publicity period is from April 30, 2021 to May 7, 2021. Appeals and queries are accepted during the publicity period. The system transaction without objection will be introduced during the publicity period. It will be announced separately and the specific results will be checked through the platform transaction database.
- 3. Announcement of the results of the first batch of new drugs in 2021
After the announcement of the results of the first batch of drugs newly added to the Internet in 2021, one drug to be listed on the Internet involves patent disputes. After a letter with the Provincial Food and Drug Administration and the Provincial Market Supervision Administration, the results of the online publication will now be supplemented. (See Attachment 3), system trading will be introduced on April 30, 2021.
